MOSCOW—A Kremlin envoy says he plans to take his mediation efforts to Libya’s capital following a trip to a rebel stronghold.
Mikhail Margelov said Friday that he will hold talks in Tripoli with senior officials in Moammar Gadhafi’s government. He said that he hasn’t yet received instructions from Russian President Dmitry Medvedev to meet with Gadhafi.
Medvedev has joined the West in urging Gadhafi to step down, and Margelov said while visiting the rebel stronghold of Benghazi earlier this week that the Libyan leader had lost his legitimacy. He reaffirmed Friday that Gadhafi had “lost the moral right to lead Libya after shelling and bombing his people.”
At the same time, Margelov said that NATO airstrikes were excessive.
Russia abstained in the U.N. vote on Libya and has voiced concern about civilian casualties.
